Is Functional Skills Level 2 really equivalent to GCSE?

For most practical purposes, yes. Level 2 sits at the same level on the Regulated Qualifications Framework as GCSE grades 9 to 4, and apprenticeship funding rules and most employers accept it in place of GCSE grade 4 in English and maths. Functional Skills or GCSE resit: which should you choose?

Choose Functional Skills Level 2 when you need the qualification quickly, prefer on-demand exams to the May/June GCSE timetable, and your target course accepts it. Choose a GCSE resit when a university or profession names GCSE specifically, or when you want the graded certificate. The content also differs: Functional Skills tests applied, everyday maths and English, while GCSE is broader and more academic.
