What NCFE is
NCFE is a UK awarding organisation and registered educational charity. It designs, develops and certifies vocational and technical qualifications, and is one of the country's largest awarding bodies by learner numbers. In the 2023 to 2024 academic year, more than 453,500 learners were registered with NCFE (NCFE Social Impact Report 2024).
NCFE is regulated by Ofqual in England and recognised by Qualifications Wales and the Council for the Curriculum, Examinations and Assessment (CCEA) in Northern Ireland (About NCFE). This means its qualifications sit on the same public register, follow the same regulatory rules and carry the same formal recognition as those from any other Ofqual regulated body at the same level.
NCFE is registered as a charity in England and Wales, charity number 1034808 (Charity Commission register). Total income in the year ended 31 July 2024 was £48.6 million. The organisation employed 1,438 people at that date.
How NCFE was founded
NCFE traces its origin to the Northern Union of Mechanics Institutes (NUMI), established in 1848. NUMI's early goal was to spread technical and civic education across the northern counties of England during the industrial revolution. In 1920 NUMI was succeeded by the Northern Counties Technical Examinations Council, which provided examinations to technical colleges for the next sixty years (Wikipedia: NCFE (charity))).
In 1981 the organisation became the Northern Council for Further Education. When the further education sector became independent from local government in the 1990s the name was shortened to NCFE, and today the letters function as the organisation's name rather than an abbreviation. That 175 year record is unusual among UK awarding bodies and gives NCFE a longer continuous history than any other UK vocational awarding organisation.
NCFE's ownership of CACHE
NCFE acquired the Council for Awards in Care, Health and Education (CACHE) in 2015. CACHE itself was established in 1945 as the National Nursery Examinations Board and later merged with the Council for Early Years Awards (The Learning College overview). Since 2015 CACHE has been part of the NCFE group.
The CACHE brand is still used on many qualifications in childcare, early years, health and social care because the CACHE name carries strong employer recognition in those sectors. When a childcare qualification is described as NCFE CACHE, the awarding organisation is NCFE and CACHE is the sector brand within NCFE's portfolio.
What NCFE awards
NCFE offers qualifications from Entry Level up to Level 6 across a broad range of sectors. Its main categories include:
- Apprenticeships and end-point assessment
- English and maths, including Functional Skills at Entry Level, Level 1 and Level 2
- Technical education, including T Levels in health, healthcare science and science
- Vocational qualifications in childcare, health and social care, business, retail and hospitality
- Digital and IT qualifications
- Continuing professional development
The Ofqual Annual Qualifications Market Report for 2023 to 2024 lists NCFE among the top awarding organisations by certificates issued, though its Applied General qualification certification volumes fell that year as many BTEC and Applied General qualifications reached the end of their public funding under the Level 3 qualifications review (Ofqual annual market report 2023 to 2024).
How NCFE compares with other Ofqual bodies
At the same RQF level, an NCFE qualification carries the same formal status as an equivalent qualification from Pearson Edexcel, AQA, OCR, TQUK or any other Ofqual regulated body. All are held to the same General Conditions of Recognition (Ofqual handbook) and appear on the same public register.
Where awarding bodies differ is in:
- Sector specialism. NCFE, through its CACHE brand, is particularly well known in childcare and health and social care. Pearson Edexcel is best known for BTECs. OCR has a strong presence in creative and technical fields. AQA is one of the largest GCSE and A Level bodies.
- Assessment style. Some bodies rely more on portfolio-based assessment, others more on written examinations. NCFE's vocational qualifications typically include a mix of internally assessed evidence and, where required, external assessment.
- Specification structure. How units are organised, how credits accumulate and how mandatory and optional units combine varies from body to body.
None of these differences change the formal recognition of the qualification. A Level 3 Diploma from NCFE and a Level 3 Diploma from Pearson at the same size sit at the same level of the Regulated Qualifications Framework.
Where NCFE has been criticised
NCFE has drawn regulatory criticism. In July 2024 Ofqual fined NCFE £300,000 for what it described as "major failings" in the T Level question papers taken in 2022 by health, healthcare science and science students (Wikipedia: NCFE (charity))). Ofqual concluded that NCFE had failed to develop valid question papers for those T Level qualifications and required remedial action. This is a specific issue with the T Level portfolio in a particular year, not a general finding about NCFE's regulated status, which remains in place.
Learners choosing an NCFE qualification, or any qualification, should always confirm that the specific qualification is currently on the Ofqual Register of Regulated Qualifications and check the current specification for size, level and assessment method (Ofqual Register).
What this means for you as a learner
If you are researching a Level 2 or Level 3 vocational qualification and you see NCFE or NCFE CACHE on the awarding body line, that qualification is Ofqual regulated and holds the same formal status as an equivalent qualification from any other regulated body. Employer recognition tends to follow the qualification level and title rather than the awarding body brand, with the exception of well established sector brands like CACHE in childcare.
When comparing courses, focus on:
- The exact qualification title and RQF level
- Total credits and guided learning hours
- How the qualification is assessed and how much external assessment is required
- Whether the specific qualification is on the current Ofqual register and still open for new registrations
- Whether the qualification satisfies any professional or regulatory body you plan to apply to
If you already hold an older NCFE qualification, it remains valid even if the specification has since been retired, provided you completed within the qualification's operational period.
