PUWER Training
You can do PUWER training online in the UK with Lift College's PUWER Training course. It is 1.5 hours of learning in 4 short modules, covering what counts as work equipment under the Provision and Use of Work Equipment Regulations 1998, who holds the duties, how to make sure equipment is suitable for the job, maintenance and inspection, guarding dangerous parts, stop and emergency controls, information and training for users, and the extra rules for mobile work equipment. It costs £19.99, pay once, and your CPD certificate issued by Lift College is ready the same day you pass. Lift College recommends a refresh every 3 years, and the refresher is free.
Work equipment covers almost anything used at work, from a hand drill or ladder to a forklift, a bench saw or a bottling line. Each year people are killed and seriously hurt when they are caught in moving parts, struck by a vehicle on site or injured by a machine that was never guarded, inspected or maintained properly. The regulations exist because most of these incidents are foreseeable and preventable, and the Health and Safety Executive prosecutes employers who put unsafe or unsuitable equipment into use.
This course covers what the regulations and the Approved Code of Practice L22 expect of anyone who provides, manages or uses work equipment. You learn what equipment PUWER applies to and who the duty holders are, how to judge whether equipment is suitable and safe to use, what maintenance, inspection and records are needed, how guards, protection devices and controls should work, and what the information, instruction and training duties mean in practice. It is written for supervisors, operators, maintenance teams and small business owners across the UK, and does not replace the hands-on training you need to operate a particular machine.
- Explain what the Provision and Use of Work Equipment Regulations 1998 cover and who holds the duties
- Identify what counts as work equipment in your workplace, from hand tools to mobile plant
- Describe how to check that equipment is suitable for the task, the conditions and the people using it
- Recognise when equipment needs maintenance, inspection or a thorough check, and what records to keep
- Explain the hierarchy for guarding dangerous parts, from fixed guards to protection appliances
- Describe what the regulations require of controls, stop and emergency stop devices, isolation, lighting and markings
- Apply the extra rules for mobile work equipment, including rollover protection and carrying people
- Recognise when a problem with equipment should be reported and the equipment taken out of use
4 short modules, 1.5 hours in total.

Provision and Use of Work Equipment Regulations 1998 (PUWER)
Applies in England, Wales and Scotland to employers, the self employed and anyone who controls work equipment or how it is used. Equipment must be suitable, maintained in a safe condition, inspected where needed, and used only by people who have had adequate information, instruction and training. Dangerous parts must be guarded and controls must be safe. Northern Ireland has equivalent rules in the Provision and Use of Work Equipment Regulations (Northern Ireland) 1999.
Read the legislation →HSE Approved Code of Practice L22: Safe use of work equipment
The Approved Code of Practice and guidance on PUWER. It explains what each regulation means in practice, from choosing suitable equipment to guarding, controls and mobile equipment. Following it is not compulsory, but it has special legal status: if you are prosecuted and did not follow it, you must show you complied in another way.
Read the legislation →Health and Safety at Work etc. Act 1974
Applies in England, Wales and Scotland. Employers must provide and maintain plant and systems of work that are safe, and give the information, instruction, training and supervision needed to keep employees safe, so far as is reasonably practicable (section 2). Northern Ireland has the same duty in the Health and Safety at Work (Northern Ireland) Order 1978.
Read the legislation →Management of Health and Safety at Work Regulations 1999
Employers must carry out a suitable and sufficient risk assessment, which is how the hazards from work equipment are identified and the PUWER controls decided. Employers must also give employees health and safety training when they are recruited and when exposed to new or changed risks, including new equipment. Northern Ireland has equivalent regulations from 2000.

What our learners say
Stories from Lift College learners on our qualifications, in their own words.
“I had been a care assistant for four years without a formal qualification. Lift College made the whole process straightforward, my assessor visited regularly and I completed my Level 3 Diploma in Adult Care in just over a year. I was promoted to senior care worker the month after I qualified.”
“My employer was clear, I needed GCSE English to move into a supervisory role. Lift College helped me find the right exam board and an exam centre five minutes from home. Passed grade 4. Got the promotion.”
“My employer needed me to have Level 2 maths before they could register me on the Level 3 apprenticeship programme. Lift College was fast, the tutor was brilliant, and I resit my maths once after a near-miss and passed the second time. The whole thing took twelve weeks.”
Questions about PUWER Training
Is online PUWER training valid?
Your employer decides what training you need, guided by its risk assessment. PUWER requires anyone who uses, supervises or manages work equipment to have adequate health and safety information, instruction and training. This course gives the knowledge of what the regulations require. It does not teach you to operate a specific machine or vehicle; that practical training comes from your employer, the manufacturer or a specialist provider.
Who needs PUWER training?
Anyone who provides, controls, supervises or uses work equipment. That includes managers and supervisors, machine and plant operators, maintenance and facilities staff, people who buy or hire equipment, and owners of small businesses, farms, workshops and warehouses. PUWER applies to all industries, not just manufacturing and construction.
How often should PUWER training be refreshed?
The regulations do not fix an interval, but training must be adequate and kept up to date as equipment, tasks and people change. Lift College recommends refreshing every 3 years, or sooner if you take on new types of equipment or new responsibilities. The refresher is free.
What does this course not cover?
It is an awareness course on the regulations. It does not cover the detailed rules for lifting equipment, which sit in LOLER, the specific standards for pressure systems, or how to operate any particular machine, forklift or vehicle. Those need practical training and, for some equipment, a certificate of competence that your employer will specify.
How do I know whether equipment needs a formal inspection under PUWER?
Inspection is needed where the safety of equipment depends on how it is installed, or where it is exposed to conditions that cause deterioration that could create a dangerous situation. The risk assessment decides what is inspected, how often and by whom. The course explains how to make that judgement, what a competent person looks for and what to record.
How long do I keep access?
You keep your access for as long as Lift College offers the course, and never less than 3 years from the day you buy. Your certificate PDF is yours to keep.
What is the free refresher?
Lift College recommends refreshing this course every 3 years. When your date comes round, you can retake the latest version free and get a new certificate. We email you 30 days before.
Does it count towards my CPD?

Can I get my money back?
Yes. Ask within 14 days of paying and we refund you in full.
Can my employer pay?
Yes. Your receipt shows the course, the date and the amount paid, and you can pass it to your employer. Buying for a team? Open a free organisation account: every course is £16.99, and you can pay by card or invoice with your PO.
Can my team do this course in another language?
Yes, on an organisation account with 10 or more places. Your team can study PUWER Training in Polish, Romanian, Punjabi, Urdu or Welsh, prepared within 1 working day of your order. The final test and the certificate stay in the English course name, so the certificate is the one every employer recognises. Tell us the languages you need when you order or ask for a quote.
