The RQF level is the same as the NVQ level in every row except the Registered Manager's Award, which was re-levelled from 4 to 5 when the QCF diploma replaced it in 2011. If a job advert asks for "NVQ Level 4 in management" for a care home manager, it almost always means today's Level 5.
Why the names keep changing

Ofqual regulates every awarding organisation that offers these diplomas in England: TQUK, City & Guilds, NCFE CACHE, Highfield, Pearson, Gateway, Qualifi and others. The content and level are set by the sector (Skills for Care) so a Level 3 Diploma in Adult Care from one awarding organisation is equivalent to the same title from another.

What the CQC and Skills for Care expect at each step
- Care worker: Care Certificate within 12 weeks of starting (CQC Regulation 18 guidance), then Level 2 Diploma in Care.
- Senior care worker: Level 3 Diploma in Adult Care. Skills for Care's Lead Adult Care Worker apprenticeship (Level 3) embeds it.
- Lead practitioner: Level 4 Diploma in Adult Care or the Lead Practitioner certificate. Not required by the CQC for any role.
- Registered manager: Level 5 Diploma in Leadership and Management for Adult Care (or the QCF Level 5 or the old RMA). CQC Regulation 7 requires managers to be "suitably qualified"; the Level 5 is the recognised benchmark and the Leader in Adult Care apprenticeship (Level 5) embeds it.
