Quick answer: There is no longer a qualification called the "NVQ Level 5 in Health and Social Care". It was replaced in England by the Level 5 Diploma in Leadership and Management for Adult Care, an Ofqual-regulated qualification on the RQF (Regulated Qualifications Framework), awarded by bodies such as TQUK. It is the qualification the CQC expects a registered manager of an adult care service to hold or be working towards. Employers who advertise for "NVQ 5" or "QCF Level 5 in Leadership for Health and Social Care" mean this diploma. You can study it fully online with Lift College.
What happened to the NVQ Level 5?
National Vocational Qualifications (NVQs) were phased out as a framework between 2008 and 2011, when England moved to the Qualifications and Credit Framework (QCF). The QCF itself was withdrawn in 2015 and replaced by the RQF, which Ofqual regulates today. Each framework change renamed the management-level care qualification:
| Era | Name employers used | Framework | Status |
|---|---|---|---|
| Pre‑2011 | NVQ Level 4 in Leadership and Management for Care Services / Registered Manager's Award (RMA) | NVQ | Withdrawn but still accepted as legacy evidence |
| 2011-2015 | Level 5 Diploma in Leadership for Health and Social Care and Children and Young People's Services | QCF | Withdrawn but certificates remain valid |
| 2018 onwards | Level 5 Diploma in Leadership and Management for Adult Care | RQF | Current qualification |
So "NVQ Level 5 Health and Social Care" is really three generations of qualification sitting on top of each other. If you hold either of the older ones, you do not need to retake the new diploma. The CQC accepts them as evidence of management competence (see the CQC registered manager requirements). If you hold none of them, the RQF diploma is the one to study.
Who needs the Level 5 Diploma?
The diploma is written for people who lead an adult care service: registered managers, deputy managers preparing to register, service managers and senior practitioners stepping into management.
- CQC registration. Regulation 7 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 requires a registered manager to have "the qualifications, competence, skills and experience" to manage the service. The CQC's guidance and Skills for Care's Manager Induction Standards both point to the Level 5 Diploma as the recognised qualification for the role.
- Job adverts. "Level 5 or working towards" is the standard requirement line in registered-manager and senior-management adverts.
- Progression from Level 3. If you hold the Level 3 Diploma in Adult Care (the old "NVQ 3") and supervise staff, Level 5 is the next recognised step.

What does the Level 5 Diploma cover?
The RQF diploma is a 95-credit qualification. Coverage includes leadership, governance and quality, communication, partnership working, person-centred practice, professional development, resource management, safeguarding, and health and safety, plus optional specialisms such as dementia, end of life, or domiciliary care. Assessment is portfolio-based: written assignments, reflective accounts, work products and observations from your workplace, graded by an assessor against the unit criteria. There is no exam.
How long does it take and how is it studied online?
Because it is competence-based, you must be working (or on placement) in an adult care setting in a leadership role to generate evidence. Typical study time is 18 to 24 months. Experienced managers who already produce supervision records, audits and quality reports as part of the job can finish faster.
At Lift College the diploma is delivered online through TQUK, an Ofqual-regulated awarding organisation. You get a named UK tutor from enrolment to certificate, upload evidence through the learning platform, and pay £79.99 per month for as long as you are studying. You can pause or cancel from your account, and access runs to the end of the period already paid. The first 7 days are free with no credit check.
Is the Level 5 Diploma funded?
This is the question that drives most "NVQ Level 5 free funding" searches, so here is the honest position for 2026:
- Employer-paid. The commonest route. Many providers fund a deputy's Level 5 directly because they need a registrable manager. A monthly subscription is easier to approve than a lump-sum course fee.
- Self-funded. Studying with Lift College is a self-funded subscription unless an employer pays.
NVQ Level 5 vs Level 5 Diploma: are they equivalent?
For employers and the CQC, yes. All three generations sit at Level 5 on the national qualifications framework, the same level as a foundation degree or HND. The differences are in content, not level: the RQF diploma adds governance, regulation and resource-management units that reflect the CQC's current inspection framework, and drops the children's-services option (that is now a separate qualification).
If an employer's HR system still lists "NVQ 5", submit the RQF diploma certificate with a one-line note: "Level 5 Diploma in Leadership and Management for Adult Care (RQF), successor to the NVQ Level 4 RMA and QCF Level 5 Diploma in Leadership for Health and Social Care."
