For most adults who need a grade 4 in English or maths, Functional Skills Level 2 is the better choice: it is Ofqual-regulated, accepted as equivalent to GCSE grade 4 by apprenticeship funding rules and most employers and universities, sat on demand rather than in a fixed exam series, and takes weeks rather than a school year. A GCSE resit is right when your destination asks for GCSE by name, mainly initial teacher training and a small number of competitive degree courses, or when you want to go on to A Level in that subject. Lift College's Functional Skills Level 2 courses are TQUK qualifications with the on-screen exam included, sat from home under remote invigilation or at a TQUK-approved centre, from £39.99 a month, with a 7-day free trial, nothing charged until day 8.
The core difference
A GCSE is a broad academic qualification, graded 9 to 1 and examined in a national series (summer, with a November resit series for English language and maths in England). Functional Skills Level 2 is a pass-or-fail qualification at grade 4 standard that tests applied English or maths in real contexts, assessed on screen and on demand, with results in days. Both are regulated by Ofqual. The question is which one the people reading your application accept.
Decision table by goal
| Your goal | What is usually asked for | Functional Skills Level 2 or GCSE resit? | Notes |
|---|---|---|---|
| University (most degrees) | GCSE grade 4 in English and maths "or equivalent" | Functional Skills Level 2 for most courses | Set course by course. Competitive courses are more likely to specify GCSE only; check the exact course. |
| Access to HE Diploma then university | GCSE grade 4 or equivalent in English and maths alongside the Diploma, set by the receiving university | Functional Skills Level 2 for most courses | The university, not the Access provider, decides what counts as equivalent; confirm with the admissions team for the degree you are targeting. |
| Apprenticeship (Level 3 and above) | Approved Level 2 in English and maths | Functional Skills Level 2 | The 2026 to 2027 funding rules list "Functional Skills level 2 or GCSE A* to C or 9 to 4" together as approved Level 2 qualifications. For apprentices aged 19 and over, English and maths are optional, though employers can still ask. |
| Initial teacher training (England) | A standard equivalent to GCSE grade 4 in English and maths (and science for ages 3 to 11) | GCSE resit, or an equivalency test set by the provider | The Department for Education's ITT criteria say "It is the provider's role to determine the equivalency of a qualification." Providers usually send applicants without GCSEs to an equivalency test rather than accepting Functional Skills; check first. |
| Nursing degree or nursing associate | GCSE grade 4 or Functional Skills Level 2 in English and maths | Functional Skills Level 2 for nursing associate; check the university for degrees | NHS Health Careers lists "GCSEs grade 9 to 4 (A to C) in maths and English, or Functional Skills Level 2" for nursing associate entry. |
| Employer or job application | "GCSE grade 4 or equivalent" | Functional Skills Level 2 | Job adverts worded this way include Ofqual-regulated Level 2 qualifications. If an advert says GCSE only, ask the employer; most accept Level 2. |
| A Level progression in the same subject | GCSE in that subject, often grade 5 or 6 for maths | GCSE resit | Colleges set GCSE grade thresholds, and Functional Skills does not cover the algebra and literature content A Levels assume. |
When Functional Skills Level 2 is the better choice
- You need it quickly. Lift College's single-subject courses are 55 guided learning hours with typical study of 8 to 16 weeks, and the exam is booked when your tutor confirms you are ready.
- The GCSE format, not the subject, is the problem. Functional Skills tests applied skills in everyday contexts and is pass or fail.
- Your destination says "or equivalent": apprenticeships, most employers, Access to HE and most degree courses.
- You need both subjects. The Functional Skills English and Maths Level 2 course gives two TQUK qualifications for £59.99 a month or £611.99 a year, with exam entry and one sitting for each included.
When a GCSE resit is the better choice
- You are applying for initial teacher training in England and the provider does not accept an equivalency test. Ask the provider first.
- The exact degree course you want lists GCSE only. This is a small number of courses, mostly competitive ones; email admissions to confirm.
- You want to take A Level maths or English next. Colleges set GCSE grade requirements, often above grade 4 for maths.
- You want a graded result. Only a GCSE can show a grade 6 or 7.
Cost and time
Functional Skills Level 2 at Lift College is £39.99 a month or £407.99 a year per subject, full course with all fees included, with a 14-day money-back guarantee on every payment and no contract. A GCSE resit means a course or self-study plus an exam entry fee at a centre, then a wait for the next exam series and results day. A simple way to decide
- Write down the exact course, apprenticeship or job you are aiming for and find its published entry requirements.
- If they say "or equivalent", Functional Skills Level 2 is enough.
- If they say GCSE only, or it is teacher training, ask the provider whether Functional Skills Level 2 or an equivalency test is accepted.
- If you want A Levels in the subject, resit the GCSE.

Frequently asked questions
Is Functional Skills Level 2 equivalent to a GCSE grade 4?
It is an Ofqual-regulated Level 2 qualification accepted as equivalent to GCSE grade 4 by apprenticeship funding rules, NHS nursing associate entry, most employers and many universities. A small number of courses specify GCSE only.
Do I need GCSEs or Functional Skills for teacher training?
Providers in England must ensure entrants have a standard equivalent to GCSE grade 4 in English and maths, and decide equivalence themselves. Most ask applicants without GCSEs to take an equivalency test, so check before choosing Functional Skills.
Can I do an apprenticeship with Functional Skills Level 2?
Yes. The apprenticeship funding rules for 2026 to 2027 list Functional Skills Level 2 alongside GCSE grade 4 as approved Level 2 qualifications for English and maths.
Which is quicker, Functional Skills or a GCSE resit?
Functional Skills. Lift College learners typically complete a subject in 8 to 16 weeks and sit the on-screen exam when ready; GCSE resits run in fixed exam series with results months later.
Can I do A Levels with Functional Skills Level 2?
Usually not in the same subject. Colleges set GCSE grade requirements for A Level maths and English, so resit the GCSE if that is your route.
