What does "free" actually mean for Functional Skills Maths Level 2?
Search results mix three different things under "free": funded courses (free tuition and exam if you qualify), free self-study materials (no tutor, no exam), and free trials of paid courses. The table below separates them. Whichever route you take, the qualification itself is the same: Functional Skills Mathematics Level 2 is regulated by Ofqual, sits at Level 2 on the Regulated Qualifications Framework, and is accepted as a GCSE grade 4 equivalent by employers, apprenticeships and most colleges.

Route 1: who qualifies for a free funded place?
You are normally entitled to a free Functional Skills Maths Level 2 course in England if you are aged 19 or over on 31 August of the academic year and do not already hold GCSE maths at grade 4 (C) or above, or another Level 2 maths qualification. The entitlement covers tuition and the exam. The catch is availability: funded places run on college timetables, may have waiting lists, and exams are sat in fixed windows. If you already hold a grade 4 or need to pass by a specific date, this route may not be open or fast enough.
Route 2: what free online resources are worth using?
Free resources are excellent for preparation and useless for certification. The best ones are awarding-body sample assessments and past papers, which show the exact format of the 120-minute on-screen exam (a short non-calculator section of roughly 25 per cent and a calculator section of roughly 75 per cent). Our guide to free Functional Skills practice papers lists them, and the revision guide covers the topic list. If you only use free resources, you still have to find and pay for an exam sitting at a centre, and many centres only enter their own learners.
Route 3: when is a paid online course the cheaper choice?
A paid course is often cheaper overall when:
- you already hold a GCSE grade 4 and so are not eligible for funding, but need Functional Skills for a specific job or course
- you need the certificate within weeks, not a college term
- you want to sit the exam online with remote invigilation rather than travel to a centre
- you want the exam entry bundled rather than sourced separately
Lift College's maths course is £39.99 a month (or £59.99 a month for English and Maths together) with the TQUK exam entry and one sitting included, a 7-day free trial, and remote invigilation or a TQUK centre. Most learners book the exam after 8 to 16 weeks, so a typical total cost is well under the price of a private GCSE course. The English Level 2 course works the same way.
Route 4: apprenticeships and employer funding
If you are on an apprenticeship and need Level 2 maths, the training provider delivers Functional Skills at no cost to you. Since February 2025, apprentices aged 19 and over are no longer required to pass English and maths to complete, though many still take it because employers and progression routes ask for it. Outside apprenticeships, some employers pay for Functional Skills directly; ask your line manager or HR before paying yourself.
How to decide in two minutes
- Do you hold GCSE maths grade 4 or above? No: check Route 1 first. Yes: go to step 3.
- Can you wait for a college start date and fixed exam window? Yes: Route 1. No: step 3.
- Need a certificate, not just practice? Yes: Route 3 (or Route 4 if an employer or apprenticeship will pay). No: Route 2.
