CPD guide

You can do safeguarding adults level 3 training online with Lift College. The Safeguarding Adults Level 3 course is 8 hours of learning across 10 short modules, costs £19.99 pay once, and gives you a CPD certificate issued by Lift College the same day you pass. It is written around the Level 3 competencies in the adult Intercollegiate Document, 2nd edition, and Lift College recommends refreshing every 3 years, with the refresher free when it is due.

At Level 3 you do more than report a concern. You help weigh risk, gather information for an enquiry and plan how to protect someone, while respecting their choices. Level here means safeguarding competency level, matched to roles that carry that responsibility.

What employers look for in an online safeguarding adults level 3 certificate

Your employer decides your safeguarding level and the training hours it expects, based on its own policies and the guidance it follows. The adult Intercollegiate Document places registered health care staff with regular patient contact at Level 3, and its 2nd edition extends this to roles such as health care assistants. It suggests 8 hours over 3 years at Level 3. Employers look for a certificate with:

  • The course and level named clearly.
  • The hours of learning, which matter at Level 3.
  • A completion date and a refresh date.
  • A way to verify it, such as a unique certificate number.
  • Content built on current law and guidance, including the Care Act 2014 and the Mental Capacity Act 2005.

The Lift College certificate does each of these. It records Safeguarding Adults Level 3, 8 hours of learning, your completion date and a recommended refresh date 3 years later. It is a PDF issued the same day you pass, with a unique certificate number and a verification link.

What the Lift College course covers

The course covers section 42 enquiries, mental capacity in complex situations, and harder forms of abuse such as coercive control, modern slavery and self-neglect. It has 10 modules, each with a knowledge check:

  1. The legal framework across the UK. The Care Act 2014 and Mental Capacity Act 2005, with the Welsh and Scottish adult protection laws.
  2. Making Safeguarding Personal in practice. Working with the person's outcomes, balancing choice and protection, and applying the six principles to real decisions.
  3. Domestic abuse and coercive control. Recognising coercive and controlling behaviour, risk to adults with care needs, and links to child safeguarding.
  4. Exploitation and organisational abuse. Financial abuse, modern slavery and poor care cultures that lead to organisational abuse.
  5. Self-neglect. Why self-neglect is a safeguarding matter, engaging people who refuse help, and working across agencies.
  6. Mental capacity in safeguarding. Assessing capacity for specific decisions, best interests, least restrictive options, and recording your reasoning.
  7. Section 42 enquiries. When the duty applies, what an enquiry involves, and how you contribute evidence and views.
  8. Risk assessment and protection planning. Weighing risk, proportionate responses and building a protection plan with the person and other agencies.
  9. Positions of trust and Prevent. Allegations against staff and volunteers, whistleblowing, and the Prevent duty in health and care.
  10. Learning from reviews. Safeguarding Adults Reviews, transitional safeguarding for young adults, supervision and reflective practice.

The final test is multiple choice, with an 80% pass mark and unlimited free retakes. You keep access for as long as Lift College offers the course, and never less than 3 years from the day you buy.

The law and guidance it is written around

The course page lists the law and guidance the course supports:

  • Care Act 2014, section 42. Where a council has reasonable cause to suspect that an adult with needs for care and support is experiencing, or at risk of, abuse or neglect and cannot protect themselves, it "must make (or cause to be made) whatever enquiries it thinks necessary". Others may carry out parts of the enquiry, which is where Level 3 staff contribute.
  • Mental Capacity Act 2005, section 1. Five principles, including best interests and the least restrictive option.
  • Counter-Terrorism and Security Act 2015, section 26. The Prevent duty for specified bodies such as councils and the NHS.
  • The adult Intercollegiate Document (Adult Safeguarding: Roles and Competencies for Health Care Staff, 2nd edition, 2024). Professional guidance setting out what health care staff at each level should know and do, with suggested training hours over three years.
  • Social Services and Well-being (Wales) Act 2014, Part 7. Safeguarding duties for adults and children at risk in Wales, followed day to day through the Wales Safeguarding Procedures.
  • Adult Support and Protection (Scotland) Act 2007. The Scottish law on protecting adults at risk of harm, including inquiries by councils and protection orders.

Level 2 or level 3?

Level 2 teaches you to recognise, respond to and report concerns. Level 3 covers assessing risk, mental capacity in complex cases, section 42 enquiries, protection planning and multi-agency work. If your role is mainly to notice and report, read our guide to safeguarding adults level 2 training online. For children's safeguarding, see safeguarding children level 3.
