Level 2 childcare qualifications: what they are and how they count

In short

A Level 2 childcare qualification is one the Department for Education has assessed as meeting its Early Years Practitioner (Level 2) criteria. If it is on the DfE's list, it counts at Level 2 in staff to child ratios in England. Lift College teaches early years courses at Level 1 and Level 3, not Level 2.

What full and relevant means

The DfE's early years qualification requirements and standards (dated 13 July 2026) say a qualification is full and relevant when the DfE has assessed it as meeting all of the Early Years Practitioner (Level 2) or Early Years Educator (Level 3) criteria. Holders can be included in the staff to child ratios at the level the criteria set.

If you do not meet the criteria, the DfE says you can only work as an unqualified member of staff.

How the levels count in ratios

Not every childcare course changes how you count in a nursery. This is how the main levels sit under the DfE rules.

LevelWhat it isHow it counts in EYFS ratios
Level 2A qualification meeting the DfE Early Years Practitioner criteriaCounts at Level 2 if it is on the DfE list
Level 1An introduction to early years settings, such as our Level 1 Award in Principles of Working in Early Years SettingsDoes not count. The DfE needs a full and relevant Level 2 or above to count at Level 2
Level 3The Early Years Educator, such as our Level 3 Diploma for Working in the Early Years Sector (Early Years Educator) (RQF)Counts at Level 3 if it is on the DfE list and you hold a suitable Level 2 English qualification
Level 6QTS, EYTS or EYPSRecognised as full and relevant

If you want a Level 2 childcare qualification

Lift College does not teach a Level 2 early years practitioner qualification. If you are new to early years work, the Level 1 Award in Principles of Working in Early Years Settings is a short introduction, assessed by written work with no exams and no observations. If you want to count in ratios, you can go straight to the Level 3 Diploma for Working in the Early Years Sector (Early Years Educator) (RQF): it is open from 16 with no other entry requirements, and you do not need a Level 2 first.

The conditions that come with the qualification

The DfE sets these extra conditions:

  • Level 2 English to count at Level 3, if you started your Level 3 on or after 1 September 2014. GCSE English language or literature at grade 4 (C) or Functional Skills English Level 2 both count.
  • Paediatric first aid within three months of starting work, if you gained your Level 2 or Level 3 after 30 June 2016.
  • Level 2 maths only for setting managers appointed on or after 4 January 2024, or within two years of starting the role. You do not need maths to count at Level 3.

How to check a qualification

The DfE runs a free Check an early years qualification service on gov.uk, and our early years qualification checker guide walks through it step by step.

Questions

How to get level 2 childcare qualification?
Take a qualification the DfE lists as meeting its Early Years Practitioner (Level 2) criteria, and check the title on the Early Years Qualifications List or with the DfE Check an early years qualification service. Lift College does not teach a Level 2, but you can go straight to its Level 3 Early Years Educator from age 16 without one.
What can you do with a level 2 childcare qualification?
If it is full and relevant, you can count at Level 2 in staff to child ratios in an early years setting in England. If you gained it after 30 June 2016, you also need paediatric first aid within three months of starting work.
Can I do a level 2 early years qualification online?
Lift College does not offer a Level 2 early years qualification. Its Level 1 Award in Principles of Working in Early Years Settings is studied fully online with no placement, and its Level 3 Early Years Educator is studied online alongside at least 300 placement hours in an Ofsted registered setting.
Should I take a level 2 or level 3 early years qualification?
If you want to work as a practitioner, the Level 3 counts at a higher level in ratios, and you do not need a Level 2 first: the Lift College Level 3 needs you to be 16 or over and able to complete 300 placement hours. To count at Level 3 you also need a suitable Level 2 English qualification.
