CPD guide

You can do safeguarding children level 3 training online with Lift College. The Safeguarding Children Level 3 course is 4 hours of learning across 10 short modules, costs £19.99 pay once, and gives you a CPD certificate issued by Lift College the same day you pass. It is written around the Level 3 competencies in the children's Intercollegiate Document, 2025 edition, and Lift College recommends refreshing every 12 months, with the refresher free when it is due.

At Level 3 you are no longer only passing a concern on. You help decide what happens next, alongside social workers, police, health and education colleagues. Level here means safeguarding competency level, matched to roles that carry that responsibility.

What employers look for in an online safeguarding children level 3 certificate

Your employer decides your safeguarding level and how often you refresh, based on its own policies and the guidance it follows. In health, the children's Intercollegiate Document places at Level 3 all health care staff who deliver a clinical service to children and young people. Employers look for a certificate with:

  • The course and level named clearly.
  • Hours of learning and a completion date.
  • A refresh date, because Level 3 knowledge is expected to be kept current.
  • A way to verify it, such as a unique certificate number.
  • Content built on current law and statutory guidance, including Working Together to Safeguard Children 2026 and Keeping Children Safe in Education 2026.

The Lift College certificate does each of these. It records Safeguarding Children Level 3, 4 hours of learning, your completion date and a recommended refresh date 12 months later. It is a PDF issued the same day you pass, with a unique certificate number and a verification link, and the hours count towards your CPD.

What the Lift College course covers

The course covers complex abuse, exploitation, trauma and hidden harm, then the child protection process itself: thresholds, referrals, section 47 enquiries, strategy discussions and child protection plans. It has 10 modules, each followed by a knowledge check:

  1. The child protection system. The Children Acts, Working Together 2026 and local safeguarding arrangements, with notes on Scotland and Wales.
  2. Complex abuse and neglect. Patterns that are harder to see, including neglect that builds up slowly over time.
  3. Harm outside the home. Criminal and sexual exploitation, group-based exploitation, online harm and radicalisation under Prevent.
  4. Child-on-child abuse. Harmful sexual behaviour, sexual harassment and bullying between children, and why it is never just banter.
  5. Trauma and hidden harm. Adverse childhood experiences, domestic abuse and coercive control, parental mental health and substance misuse.
  6. Hearing the child's voice. Talking with children and families, working with disabled children, and keeping the child at the centre of decisions.
  7. Thresholds, referrals and family help. Early help and family help, children in need, and making a clear, well-evidenced referral to children's social care.
  8. Section 47 and child protection. Strategy discussions, section 47 enquiries, child protection conferences and plans, and what you contribute to each.
  9. Information sharing and records. Sharing information early and lawfully, recording decisions and reasons, and working across agencies.
  10. Challenge, reviews and resilience. Professional curiosity, escalation, learning from serious incidents, supervision, and looking after yourself.

The final test is multiple choice, 80% to pass, with unlimited free retakes.

The law and guidance it is written around

The course page lists the law and guidance the course supports:

  • Children Act 1989, section 47. The local authority must make enquiries when it suspects a child is suffering, or likely to suffer, significant harm.
  • Children Act 2004, section 11. Councils, the NHS, the police and other named bodies in England must carry out their work with regard to safeguarding and promoting children's welfare.
  • Working Together to Safeguard Children 2026. Statutory guidance for England on multi-agency working, published in March 2026.
  • Keeping Children Safe in Education 2026. Statutory guidance for schools and colleges in England, in force from 1 September 2026.
  • Counter-Terrorism and Security Act 2015, section 26. The Prevent duty for specified bodies such as schools, councils and the NHS.
  • The children's Intercollegiate Document (2025 edition, November 2025). Professional guidance for health care staff. It describes five levels of safeguarding competency and expects Level 3 knowledge to be refreshed regularly and discussed at annual appraisal.

Level 2 or level 3?

Level 2 teaches you to recognise, respond to and report a concern. Level 3 goes further: thresholds, referrals, section 47 enquiries, strategy discussions and working with other agencies on child protection plans. If your role is to notice and pass on concerns rather than help assess them, read our guide to safeguarding children level 2 training online. If you work in adult services where parents' needs affect children, the guide to safeguarding adults level 3 may also help.

This course is for practitioners who contribute to child protection work. It is not designated safeguarding lead training. If you are a designated safeguarding lead, ask your school or local partnership which training your role needs.
